Sarkozy's war in the Maghreb France's declaration of war against al Qaeda in the Islamic Maghreb (AQIM) in July could mark a significant boost in the battle against Islamist militants in North Africa, buttressing a new-found determination by African states in the Sahara-Sahel region to wage a coordinated campaign against the jihadists and the criminal gangs with which they cooperate. To be sure, President Nicolas Sarkozy's action has as much to do with French economic interests in France's former African empire, possibly more, than it has with combating terrorism. But the gauntlet thrown down by Paris after AQIM fighters murdered a 78-year-old French hostage on July 24 suggests that Paris is prepared to take direct action against terrorists in a region it once ruled and which holds vast mineral wealth that France covets. The kidnapping of five French citizens, including at least one woman, by unidentified gunmen at two locations near the Arlit uranium-mining facility in northern Niger on September 16, six weeks after the killing of the elderly French captive, is likely to trigger a robust response from Paris. Uranium-rich Niger is one of France's core national interests. AQIM or its Tuareg partners were the likely culprits and their action could prove to be a catalyst for France to become more directly involved in counter-terrorism operations in the region.
